Regional Report 2014 | Monitoring Matrix on Enabling Environment for Civil Society Development

The development of civil society in the Western Balkan countries and Turkey (WBT) was predetermined by the region’s historical, political, economic and cultural contexts. Vast majority of the Western Balkan countries were under the socialist regime and their transition into full democratic systems is still in progress. The evolution of civil society started in the 1990’s and has till now significantly progressed in the development of the enabling legal environment for the operation of the civil society.

In 2014 we have witnessed several worrying developments in the region, affecting the social, political and economic environment of the countries. Political crisis in Macedonia and Bosnia and Herzegovina resulted in a series of anti-government protests. Criticism of the government and opposing views were subject to media censorship, particularly in Serbia and Turkey. Great floods that struck Serbia and Bosnia and Herzegovina had severe economic consequences and in addition shed light on the lack of engagement and adequate responsiveness of state authorities. However, people from the whole region proved their solidarity with those from the areas affected by floods, mobilized themselves and provided substantial help, either by volunteering or providing financial and in-kind donations.

In order to monitor to what extent the environment of civil society is enabling, the Balkan Civil Society Development Network (BCSDN) and the European Center for Not-for-Profit Law (ECNL) developed a Monitoring Matrix on Enabling Environment for Civil Society Development and accompanying Toolkit that guides the monitoring process.The authors of this report recognize the value and parallels of the Monitoring Matrix with the recently adopted EU Guidelines for Support to Civil Society in the Enlargement Countries for the period 2014-20202 and are pleased to provide an assessments vis-à-vis their objectives throughout the Report.

This report summarizes the key findings from 8 country reports in the Western Balkans (Albania, Bosnia and Herzegovina, Croatia, Kosovo, Macedonia, Montenegro, Serbia) and Turkey, and compares its findings with the results of the Monitoring Matrix Regional Report, 2013. The country reports were prepared by BCSDN member organizations.
This Regional Report identifies key common issues across the region, in order to highlight the priorities for intervention at the regional level, and to support efforts of civil society organizations (CSOs), public authorities and the European Union (EU) in the creation of a more conducive environment for civil society.

New opportunities for young people!

We live in a time of rapid and large changes that are leaving their mark on all humanity. The modern age brings us new opportunities for progress in cooperation with other countries. The path to the European Union is a great challenge for Serbia, but it also opens a large number of chances for progress. Although the report of the European Commission presented the progress of Serbia within the chapter "Education and Culture", it is still necessary to work on these topics. We see special concerns among young people who are quite worried about their future, especially when it comes to education.

Youth jobs, schooling, filling the skills void of the workforce — the problem facing the people of Kosovo.

The strength and ability of the workers for whom it is able to adapt to the demands of the businesses can be considered to be one of the most significant factors impacting the development of a favourable atmosphere for other businesses. Kosovo has been marketed as one of the most appropriate investment destinations due to lower labour costs, allowing businesses to minimize running costs and to be more competitive on the market. However, in recent years, more emphasis has been provided in developing countries, especially in the countries of the European Union, to providing a professional workforce capable of responding to the needs of businesses.

EU accession and youth participation on local level

One of the main affected categories by the developments and politics of EU Integration will be the youth. Young people are at the heart of what many scholars refer to as “a crisis of representation in democracy”. In our country, also a fragile post-communist democracy, the situation of the youth is problematic, especially when it comes to participation in decision-making, within political parties or civil society organizations. Because young people are only discovering politics in a period of mistrust, protest, and growing abstention, these new parameters of their relationship to politics will probably continue to influence their future attitudes and behaviors.

“Cultours” – regional panel discussions

On the 22nd December 2020 two online regional panel discussions were organised within the project “Cultours”. The virtual events discussed the topic of “Shared cultural heritage, factor for intercultural dialogue in the Balkans” and “Memorial tourism, potential for local development and cultural understanding”. The debates gathered around 40 participants, 9 speakers and 4 experienced moderators from the Balkan region and European Union.
