Chapter 19: SOCIAL POLICY (DISFUNCTIONS) AND (UN)EMPLOYMENT

Opening chapters and fulfilling criteria in the European Union negotiations have been one of the main focus in the political progress of Western Balkan countries. Countries are aiming to coordinate the state of their progress with the criteria that EU has set, but deviations from the ideal model are more than present, and visible as well. When countries have a model to follow, it is quite simple to notice the amount of divergences that are putting a huge pause on any kind of progress. Western Balkan countries are lacking quality social policy, and the ones they are currently implementing are deviating from the goals that are set in Chapter 19 in the EU accession negotiations.

While the countries in the region are considering how to protect the health condition of their citizens, the burning problem of today is the departure of young people, but also their unemployment. The corona virus pandemic has brought great losses in terms of the economy, imports and exports of raw materials but also slowed down the world in all spheres. This is very worrying, because it is evident that the coronary virus pandemic will leave long-term consequences and lead to major global challenges.

EU ACCESSION AND YOUTH PARTICIPATION IN BOSNA AND HERZEGOVINA

The accession of Bosnia and Herzegovina to the European Union is the stated aim of the present relations between the two entities. Bosnia and Herzegovina has been recognized by the EU as a "potential candidate country" for accession since the decision of the European Council in Thessaloniki in 2003 and is on the current agenda for future enlargement of the EU. Bosnia and Herzegovina takes part in the Stabilization and Association Process and trade relations are regulated by an Interim Agreement.

Economic and social issues where employment is priority concern for citizens

The social economy has gotten expanding strategy consideration in ongoing many years, especially with the respect to its commitment to business. Much has been expounded on the expected function of the social economy as an answer for joblessness. It has been assessed that social economy associations (SEOs) comprehensively characterized as co-agents, mutual, affiliations and establishments, together record for 6.5% of total work in the European Union (Monzon and Chavez, 2012). Anyway later strategy consideration has all the more barely centered around the part of SEOs in work coordination for helpless gatherings, (for example, the drawn out jobless, or those with physical or emotional well-being issues). Kosovo and its capacities for EU integration

Kosovo is a small country, which in 2008 declared its independence.Kosovo is making efforts to become a respected partner in the international arena, as well as to become a full member of the European Union in the coming years, which is why the rule of law and justice are so important here. People in Kosovo support the foundations of democracy, such as freedom of assembly and speech, inclusion and equality, minority rights and other rights. Further efforts are needed to fight organized crime and corruption, and to build administrative capacity in law enforcement and the judiciary in order to make European perspectives a reality.

New opportunities for young people!

We live in a time of rapid and large changes that are leaving their mark on all humanity. The modern age brings us new opportunities for progress in cooperation with other countries. The path to the European Union is a great challenge for Serbia, but it also opens a large number of chances for progress. Although the report of the European Commission presented the progress of Serbia within the chapter "Education and Culture", it is still necessary to work on these topics.
